make sure new device is registered to same account as old device
turn on wireless on old device and sync (menu option) old device to account
turn on wireless on old device and sync (menu option) new device to account
on new device set Home page to:
All (highlighted) | Downloaded ___ Filter = Collections ___ Sort = Title
long press on the first Collection name until a menu comes up and select Add to Downloaded/Home. Repeat until you've added them all. Note: this does not download any of your books, just the Collection definitions. Then set your Home page to this:
My original Kindle (which I lost) was easy to use in so much that it displayed a full listing of books on the device for me to select one to read. The replacement Kindle White is a nightmare when trying to locate a menu of books downloaded. How do I do this? It should be fundamentally easy.
Depending on how many books you own and how you wish to use your Kindle you may want to download all of your books to your Kindle.
(I admit now that I do not recommend this, but many people like to do it.)
On a computer
Select YOUR ACCOUNT top right of most Amazon web pages
Select Manage your Contents and Devices
this will list all of your books in your Amazon account
Select the Select ALL option button
this will select up to 200 books on that listing
Select Deliver To
Select your new kindle device.
Do this as many times as you need.
Make sure your Kindle is fully charged and is still on charge from wall power if possible. This process eats a lot of battery. it will take about 1 minute per book for your kindle to digest these downloads so expect your kindle to be slow and grumpy for 200 minutes if you download 200 books.

You might also want to go to SETTINGS > DEVICE OPTIONS > ADVANCED OPTIONS > HOME & LIBRARY and turn off HOME SCREEN VIEW (assuming it still comes pre-enabled, mine did).
Doing this removes all the 'recommended for you', 'more by [author]' and 'follow [author]' clutter that Amazon seems to think is useful and leaves you with just a list or grid (your choice*) of purchased and downloaded books.
*You can toggle between the list and grid in the SORT menu on the home page once you make the above change.
