Hope someone is able to advise me why I am unable to leave any reviews on my Kindle (I have 3 Kindles!) and when I try leaving reviews on my computer account, this message comes up in red:

As a result, all reviews submitted by this account have been removed and this account will no longer be able to contribute reviews and other content on Amazon. I have tried reading the 'guidelines' but could not quite grasp why I have been singled out for the above red notice! I used to be able to leave reviews and have tried emailing Amazon to enquire why, but so far received no response (perhaps sent to the wrong department?).
I know authors encourage readers to leave reviews for their work and other readers find reviews helpful too, so if anyone can advise me how to proceed to be able leave reviews on Amazon I would be most grateful. Many thanks.
When you emailed Amazon, did you send it to the the address you've quoted?
The only way you can get the decision changed is by dealing directly with Amazon. It's their website, their rules and they make the final decision. There's no way around that.
Personally, I usually only leave a review if there's a problem with the formatting or writing quality. There are, possibly, millions of books getting 5 star reviews that I won't enjoy but by the same token I've read books with 1 star that I've quite enjoyed.
As DenP says, only Amazon can resolve this for you. Assuming it can be resolved at all.
You'll know better than anyone here whether you've been doing anything that might convince Amazon that your reviews aren't genuine. Have you been reviewing large numbers of books at the same time? Giving lots of 5-star reviews to books? Reviewing books you've not actually bought?
Either way, you'll need to speak to Amazon and you'll need to accept their ruling.
